(Bloomberg) — Western Digital Corp. has restarted talks with Japan’s Kioxia Holdings Corp. in a deal that could unite two technology storage providers, according to people familiar with the matter.

While the structure of a potential deal remains fluid, the parties are discussing merging into one publicly traded company, said the people, who asked not to be identified because the talks are private. The current discussions, which revived late last year, are in the early stage and could also end without an agreement, the people said.
The companies, which have a joint venture that produces flash chips, have been circling each other for years.
Talks between the competitors that were reported in 2021 failed to yield what could have been a $20 billion transaction. Closely held Kioxia, which is backed by Bain Capital and Toshiba Corp., also considered pursuing an initial public offering in 2021, though Chief Executive Officer Nobuo Hayasaka said in October it had no immediate plans for an IPO.
Western Digital rose 5.2% to close at $33.05 in New York trading Wednesday, giving the company a market value of about $10.5 billion. The shares jumped more than 8% after the close of regular trading.
Representatives for Western Digital and Kioxia declined to comment.
Strategic Review
In June, Western Digital announced a review of strategic alternatives following discussions with activist investor Elliott Investment Management.
A deal between Western Digital and Kioxia would build on a sometimes fractious partnership.
Western Digital has provided Kioxia with funds for capital expenditure and research and development in return for production out of its Japanese partner’s plants. The relationship turned bitter when Western Digital, under a previous CEO, tried to acquire Kioxia when Toshiba was suffering financial difficulties as a result of its nuclear power division’s troubles.
The current talks come as a sense of crisis in the industry as demand falls may persuade stakeholders and regulators to overcome reservations that have derailed deals in the past.
Profit Plunge
Western Digital, based in San Jose, California, has seen its shares drop 51% in the past year, leaving it with a market value of about $10 billion. While its revenue for the quarter ended Sept. 30 fell to $3.7 billion from about $5.1 billion the previous year, its net income dived to $34 million from $636 million for the period.
Kioxia, which was spun out of Toshiba in 2018, is the last remaining Japanese chipmaker capable of producing semiconductors on leading production technology. Japan has seen its lead in that vital field taken by South Korea and Taiwan.
Demand for memory chips has plummeted along with the cool down in their main markets: computing and smartphones. Publicly traded competitors such as Micron Technology Inc. and SK Hynix Inc. are facing steep sales declines in 2023 and may end up reporting losses, according to analysts’ projections.

Western Digital is also being hit by plunging demand for computer components and will lose money in 2023, according to estimates.
In this environment, companies will be under increasing pressure to join forces to better compete with Samsung Electronics Co. Samsung dominates the memory industry and has far greater resources to meet the skyrocketing cost of building leading-edge production facilities.

McLaren boss Zak Brown says he would “love to go racing” with Daniel Ricciardo again in the future despite his Formula 1 struggles, but admits he is enthused by the team’s 2023 line-up and the “special” Oscar Piastri.
Last August, McLaren announced they would be ending Ricciardo’s three-year contract a season early and the eight-time race winner, who was out-classed and out-performed by young team-mate Lando Norris, is now back at Red Bull as a third driver after not finding a suitable F1 seat elsewhere.
In a lengthy interview on McLaren’s YouTube, McLaren CEO Brown said Ricciardo’s McLaren failure was a “great mystery” but would not rule out a return for the Australian in the future.
Ricciardo, 33, wants to return to the grid as soon as possible.
“He’s got the talent,” Brown said. “He’s showed us that in Monza and he’s won eight Grands Prix.
“It’s frustrating, for all of us. I very much hope to see him on the grid again in Formula 1 which is his desire and the door remains open for him to be in a McLaren in the future.
“If the stars align, I’d love to go racing with him again.”

That being said, Brown couldn’t be more enthusiastic about this year’s driver pairing.
Norris remains with the team for a fourth season and Brown said the Englishman, 23, “doesn’t get enough credit” for his displays. He will be joined by Piastri, Ricciardo’s countryman who replaces him as one of F1’s most highly-rated rookies of all-time following a transfer saga with Alpine.
“We think Oscar is going to be a sensational racing driver,” said Brown. “If you look at his career to date he’s won a lot of championships in his first year, which always tells you a driver is special.

Delhi car horror: Fresh developments continue to unravel in the Kanjhawala accident that killed a 20-year-old woman. The deceased woman, Anjali Singh’s family has refuted the claims made by her friend Nidhi to the media. Reports have also emerged that 10 police vehicles were deployed to trace the Baleno car that hit the scooty.
Anjali Singh, who was killed after her scooty was hit by a Baleno car with five men in it, got stuck onto the left front wheel of the car as per a report by Forensic Science Laboratory (FSL). The Delhi girl, who was reportedly dragged for some 12-14 kilometres, was returning from a New Year’s Eve party when the incident occurred. Her friend Nidhi, who accompanied her to the party, was riding pillion in the same scooty.
Here are the latest developments in the story —
1. It has emerged that 10 police vehicles were deployed to trace the car which hit the victim, and dragged her from Sultanpuri to Kanjhawala, reported news agency PTI quoting sources. These 10 police vehicles included PCR vans and night patrolling units.
2. Among these 10 vehicles, three PCR vans from Kanjhawala, Hoshambi border and Aman Vihar area were trying to chase down the Baleno car, but could not do so due to dense fog and the car had taken narrow lanes instead of the main road to dodge police, sources told PTI.
3. The mother of Delhi based Anjali Singh has strongly refuted the claims of the deceased’s friend Nidhi, saying her daughter never consumed alcohol. According to reports, Rekha Devi said that her daughter never consumed alcohol and never came home drunk. She added that Nidhi is lying about the incident.
4. Anjali’s mother also said that she had never seen Nidhi with her daughter, nor had the woman visited their home, according to a report by India Today. She further accused Nidhi of being part of a conspiracy. “I never seen or heard of Nidhi. She never visited our home. If she was my daughter’s friend, how could she leave her and run away? This is a well thought out conspiracy. Nidhi may also be involved in this. This should be thoroughly investigated,” she said.
5. Singh’s autopsy report has revealed that she had multiple external injuries and her brain matter was missing. Her ribs were exposed from her back as skin peeled away, lungs had popped out, and the base of her skull was fractured and some brain matter was missing.
6. Anjali’s paternal uncle Prem also cast doubt over statements made by Nidhi to the media. He condemned Anjali’s friend for fleeing the scene of the accident and not reporting the matter to the police right away. He also said the Delhi Police should hand over the case to the Central Bureau of Investigation (CBI), as per a report by India Today.
7. The Ministry of Home Affairs (MHA) has sought a detailed report by Delhi Police on the matter. “Ministry of Home Affairs under the direction of Union Home Minister Amit Shah has sought a detailed report from Delhi Police Commissioner on the Kanjhawala incident. Special Commissioner in Delhi Police Shalini Singh has been asked to submit the detailed report to MHA,” news agency ANI reported.
Five men who were in the car have been arrested by the Delhi Police. The five men in the car have been identified as Deepak Khanna, Amit Khanna, Krishan, Mitthu and Manoj Mittal and were arrested by the police on Sunday.
Anjali Singh’s friend Nidhi, who was with her at the time of the accident, said that the 20-year-old was screaming for help when she was dragged along the car. The friend told the police that she felt hopeless and walked home. She also said that Anjali was in a drunken state but insisted on driving the two-wheeler. The autopsy report of the deceased woman has ruled out the possibility of sexual assault.

European nations are looking at new travel requirements from China after Beijing lifted Covid restrictions.

European nations on Wednesday recommended imposing new restrictions on travelers from China amid fears of an increase in Covid cases.
Passengers departing from China will likely have to present a negative Covid test before leaving the country if heading toward one of the 27 EU countries.
Officials in China have criticized recently imposed testing requirements on travelers from the country and threatened to take reciprocal countermeasures. The U.S., India, U.K., Japan and Australia have all announced tougher measures on travelers from China in a bid to prevent a surge in Covid cases.
Italy was among the first EU nations to take action in the aftermath of Beijing abruptly abandoning strict measures that were in place for much of the pandemic.
Rome, one of the hardest hit in Europe by the pandemic, ordered compulsory testing last week. France and Spain had also taken similar stances.
The latest move by the European Commission, the EU’s executive arm, aims to coordinate rules across the region.
In late December, Chinese authorities said they would restart issuing visas for residents to travel abroad. They also said travelers arriving in China would no longer have to quarantine.
However, China has experienced a rise in Covid infections since November and there are concerns about the level of immunization among its population. The country has nine vaccines developed domestically, according to Reuters, but these have not been updated for the omicron variant, considered highly infectious.
European authorities offered to send vaccines to China, but Beijing has not yet responded, according to a spokesperson for the European Commission.
The commission spokesperson told CNBC that the EU had reached out via its delegation in Beijing “to offer solidarity and support, including through sharing of public health expertise and variant-adapted EU vaccine donations.”
Asked on Tuesday about the offer from Europe to provide Covid vaccines, Chinese Foreign Ministry spokesperson Mao Ning replied, “China has established the world’s largest production lines of Covid vaccines with an annual production capacity of over 7 billion doses and an annual output of over 5.5 billion doses, which meet the needs of ensuring that all people eligible for vaccination have access to Covid vaccines.”
“China’s Covid situation is predictable and under control,” she added.

Over the last few days, several images and clips from the vacation have been shared online by the stars on social media. Summing up the lovely trip in a video, Arjun Kapoor has now dropped an Instagram Reels post in which they are seen spotting several animals, including the majestic tiger, elephants and several deer, in Ranthambore, indulging in the local cuisine, and dancing and making merry.
The video contains several snippets of the much-in-love couple Malaika Arora and Arjun Kapoor as well as a clip of the actor dancing with Varun Dhawan and fashion designer Kunal Rawal. Arjun Kapoor has added the song Safar from Jab Harry Met Sejal in the background of the clip. Grayson Allen hit a 3-pointer with 11.6 seconds left in overtime and the visiting Milwaukee Bucks overcame a big Toronto Raptors comeback to earn a 104-101 victory Wednesday night.
The Raptors went on a 28-7 surge in the fourth surge to tie the game at 97 on Gary Trent Jr.’s 3-pointer with 1.5 seconds to play in regulation.
Giannis Antetokounmpo had 30 points, 21 rebounds and 10 assists for the Bucks, who had lost their five previous games to the Raptors.
Allen had 16 points for Milwaukee. Pat Connaughton added 15, Bobby Portis had 14 points and 12 rebounds, MarJon Beauchamp scored 10 points and Brook Lopez had nine points and 19 rebounds.
Fred VanVleet had 28 points and 12 assists for the Raptors, who opened a six-game home stand. They have lost four of their last five games. Trent added 22 points, Scottie Barnes had 19, O.G. Anunoby had 14 points and nine rebounds, and Pascal Siakam scored 11 points.

Antetokounmpo made two free throws with 7:26 to play in the fourth quarter, putting the Bucks ahead by 14 points.
Connaughton’s 3-pointer bumped the lead to 16 with 5:29 to play in the fourth. Lopez made a dunk with 3:50 left to boost the lead to 21.
VanVleet hit two 3-pointers, trimming the lead to 15, and the rally was on.
Milwaukee led 13-12 after one quarter. The Bucks shot 5-for-24 from the field in the first quarter and the Raptors shot 2-for-23.
The Bucks scored the first eight points of the second quarter. Connaughton’s 3-pointer stretched the lead to 11 with 7:24 to play in the quarter.
Trent’s 3-pointer tied the game with 2:53 to go. The Bucks led 39-38 at halftime.
Milwaukee scored the first six points of the third quarter. VanVleet’s 3-pointer tied the game at 53 with 4:28 left in the quarter.
Milwaukee scored the next six points. VanVleet cut the lead to four with two free throws with 1:08 remaining in the third. The Bucks led 63-59 after the third quarter.
Jrue Holiday (illness), Joe Ingles (return to competition reconditioning), George Hill (illness) and Khris Middleton (knee) did not play for Milwaukee.
